Essentially the lubrication should be carried out by Thames Water engineers that can cover multiple sites or pumping stations.
Due to reduced manpower they did not have the time to lubricate the bearings at the regular interval required.
Moreover due to health and safety the aerator would have to be stopped and emptied to allow an engineer proper access.
